The process to replace late County Commissioner Claude Spencer is a complicated one.

The Commission has 60 days to choose a replacement and if none is made, Clerk of Court Mark Hammond will have 10 days to choose one, according to Anson County Clerk Bonnie Huntley.

Anyone selected by the Commission will fill the seat only until November. Then, the choices of the Anson County Democratic and Republican executive committees will be on the ballot, along with whoever is chosen by the Commission.

Then, the winner of that election in November will serve until 2014, what would have been the end of Spencer’s term, according to general statute.

In a further wrinkle, the Anson County Democratic Party may submit a name to the Commission for an immediate replacement, as Spencer was a Democrat, but the Commission is under no obligation to accept that choice.

This means the Commission could see more change in its make-up in November than previously expected.

Commissioners Harold Smith, Bobby Sikes and Jarvis Woodburn are running unopposed while Commissioner Ross Streater will face challenger Kevin D. Tucker.
