The second suspect in Saturday’s triple-shooting in Morven was arrested on Tuesday after turning himself in to the sheriff’s office.

Oscar Willoughby Jr., 42, of Charlotte has been charged with multiple counts of assault with a deadly weapon with intent to kill inflicting serious injury, failure to register as a sex offender, and possession of a firearm by a felon. He is being held in the Anson County Jail under a $300,000 secured bond.

Willoughby went to Charlotte after the shooting, delaying his arrest. He turned himself in to the Anson County Sheriff’s Office and was booked in the county jail on Tuesday at 12:38 p.m.

Deputies arrested the first suspect, Frank Hall, 22, of Polkton on Saturday soon after the shooting occurred when they found him walking along U.S. Highway 52 in Morven. He had a small caliber handgun with him.

Detectives believe the shooting began when Willoughby and Hall began to argue at the Boom Boom Room, a Morven nightclub. The victims were Consquelo Little, 30, of Morven, who was seven months pregnant, Natasha Leak, 34, of Morven, Anthony Gaddy, 44, of Monroe, and Joseph Hall, 47, of Wadesboro.

As of Monday, both women were being treated at McLeod Regional in Florence, South Carolina, and both men were in CMC-Main in Charlotte. All four were in serious condition, according to the sheriff’s department.

All four were shot with a .32 caliber Smith and Weapon six-shot revolver, according to the arrest warrants for Hall.

Hall was charged with two counts of assault with a deadly weapon with intent to kill inflicting serious injury. He is being held in the Anson County Jail under a $400,000 secured bond. He is due in court on July 7 at 9:30 a.m.

No court date was listed for Willoughby on the jail inmate listing as of 4:23 p.m. on Tuesday.

The Boom Boom Room is currently closed. “Sheriff Reid spoke with Glenn Byrd, the owner and operator of the Boom Boom Room, and advised him that the club could not be reopen (sic) without proper paperwork and permits, and that if it was reopened without these items Byrd will be charged,” deputies said in a release.
